About Us Smart Beginnings Central Virginia is an early childhood initiative based on the principles of collaboration. Community leaders from business, government, education, health and human service agencies, parents and others work together to achieve our community vision that “all children will be prepared to succeed when they enter school.” Smart Begininngs Central Virginia serves the counties of Amherst, Appomattox, Bedford, Campbell, and the cities of Lynchburg and Bedford.
